That experience does not necessarily mean the case has been rejected. It may mean the initial system has not yet routed the request to a specialist. Reply clearly, provide the requested links and restate the central issue in one sentence.
Keep a simple record of each ticket, including the date, ticket reference and response. If a ticket is closed without resolving the problem, open another request and explain that the earlier ticket did not address the account restriction concern.
