Advertising on a website

When I went to look at some of the photos of the New Zealand earthquake on the Sydney Morning Herald website, the Advertisements reloaded every time a new photo was refreshed. The actual page wasn’t refreshing, it was just the photo and the image. So how are the advertising costs charged? If it’s per impression, are the advertiser aware of this? There was approximately 20-30 photos that I saw and I believe the ad was shown 20-30 times. What do you all think?
